The volumetric composition integrates terraced green roofs and decorative thatched pavilions, evoking regional identity while responding to the expansive steppe landscape. A generous garden with pools, bridges, and shaded lounges animates the rear façade, establishing an oasis-like character.
The main access front emphasizes formal symmetry and institutional presence, offering a clear, processional arrival sequence to the reception dome. The ensemble is conceived as a cultural landmark within the developing urban fabric of Baotou.
